The Last Mile: How Native Americans Are Building Their Way Out of the Digital Divide
On the Navajo Nation, where vast stretches of red rock and desert have long defied traditional broadband expansion, something remarkable is happening. Tribal members are climbing towers, trenching fiber, and building a network that will soon connect thousands of households to high-speed internet for the first time.
This is the last mile — the final, most difficult, and most expensive segment of broadband deployment — and Native communities across Turtle Island are tackling it head-on.
For decades, the digital divide has hit Indian Country hardest. FCC data from 2020 showed that nearly 35% of people living on tribal lands lacked access to broadband, compared to just 6% nationwide. But experts say the real number is far higher — perhaps more than 50% — because federal maps have systematically undercounted Native connectivity.
"The maps say we're covered, but they're wrong," says Dr. Traci Morris, executive director of the American Indian Policy Institute at Arizona State University. "A single household with satellite internet can paint an entire census block as 'served.' That's not how connectivity works on the ground."
Now, an unprecedented infusion of federal funding — including $2 billion in Tribal Broadband Connectivity Program grants — is empowering tribal nations to build their own networks. And critically, many are choosing to own and operate the infrastructure themselves, rather than relying on outside providers who have historically neglected rural Native communities.
The Southern Ute Indian Tribe in Colorado has built a fiber-to-the-home network serving over 1,500 locations. The Coeur d'Alene Tribe in Idaho deployed a fixed wireless network that reaches 80% of its reservation. The St. Regis Mohawk Tribe in New York launched a tribally-owned ISP offering gigabit speeds.
"This isn't just about Netflix and Facebook," says Matthew Rantanen, director of technology for the Southern California Tribal Chairmen's Association. "It's about telehealth, distance learning, economic development, language preservation, and sovereignty. When a tribe controls its own network, it controls its digital future."
The challenges remain steep. Rugged terrain, dispersed populations, and complex regulatory hurdles make each deployment uniquely difficult. But the momentum is undeniable — and it's being driven by Native engineers, technicians, and leaders who understand both the technology and the communities they serve.
As one Navajo technician told The Indigenous Beacon, while climbing a tower outside Window Rock: "My grandmother is going to video-call her sister in Phoenix for the first time next month. That's why I'm up here."
